A letter issued by Senator Rand Paul on behalf of the Senate Committee presented newly obtained emails that appear to conflict with earlier testimony provided by Dr. Anthony Fauci. Under oath, Dr. Fauci previously stated that he had never engaged in efforts to obstruct the Freedom of Information Act (FOIA) or the release of public documents.

According to the Committee, one email dated February 2, 2020, directed then-NIH Director Dr. Francis Collins to “Please delete this e-mail after you read it.” This correspondence has raised concerns about whether Fauci withheld or concealed information during a critical period related to the origins of the COVID-19 pandemic.

The letter outlined the Committee’s position that additional records may exist and are essential to fully examine the federal government’s handling of early COVID-19 inquiries, including whether public funds were directed toward high-risk virological research. The Committee also emphasized the need for complete transparency to evaluate potential legislative reforms concerning biosafety, pandemic preparedness, and oversight of federally funded research.

To advance the investigation, Senator Paul formally requested that Dr. Fauci provide a comprehensive set of documents and records no later than 5:00 PM on September 23, 2025. The request includes:

The Committee underscored that the records must be provided in complete, original, and unredacted form. The objective is to clarify the role of federal agencies and their partners in research oversight, international collaborations, and early decision-making regarding the origins of COVID-19.

This request represents the latest phase of congressional scrutiny into pandemic-era decision-making and the management of sensitive scientific information. By requiring broad disclosure of communications and personal records, the Committee aims to determine whether federal officials acted transparently and responsibly during one of the most critical public health crises in modern history.
